Slow downloads restart fixes it

I am able to consistently get NB 6.10 to slow down to about 3-7meg by just keeping the app open all day with it doing nothing. Then I download anything and I get 3-7 meg, restart NB and I get my full 46-47meg. I am using Win 7 x64 with 8gig of ram, i7 system.
